アポスティーユ(Apostille)とは?

これまで、フィリピンの国家統計機関(PSA。旧NSO)が発行する証明書の有効性を証明するためには、フィリピン大使館で「フィリピン政府の認証」を受ける必要がありましたが、この時に発行される文書に赤いリボンがついていました。

そのため、通称レッドリボン(Red Ribbon)と呼ばれていました。

 

しかし、2019年5月14にフィリピンはハーグ条約の締約国となったことで、締約国間では「認証」をしなくても、アポスティーユがあれば良いことになりました。

これは、「外国公文書の認証を不要とする条約(Convention Abolishing the Requirement of Legalisation for Foreign Public Documents)」によるものです。

 

 アポスティーユというのは、認証不要条約に基づく、外務省による文書の証明のことです。

 

日本もハーグ条約の締約国ですので、日本とフィリピン共和国間では、アポスティーユがあれば大使館/領事館での認証が不要です。

 

An Apostille is a certificate that authenticates the origin of a public document.

It is issued by a country that is party to the Apostille Convention to be used in another country which is also a party to the Convention.

On 14 May 2019, the Philippines will officially become a party to the Apostille Convention.

Authentication is still required for all Philippine documents to be used abroad, but this time with an Apostille instead of an Authentication Certificate (“red ribbon”) as proof of authentication.

DFA-Aseana; DFA NCR-Northeast (Ali Mall); DFA NCR-East (SM Megamall); DFA NCR-West (SM Manila); DFA NCR-South (Metro Gaisano Alabang); DFA San Fernando, Pampanga; and soon, DFA Davao (SM Davao) and DFA Cebu (Pacific Mall-Metro Mandaue).
